Schools, hospitals, hairdressers and public transport are also exempt, but all other public places will have to comply with the new laws.
Prime Minister Pedro Sánchez announced the new rules last week and said: “You only have to walk into a shopping center to realize that the temperature may be too low.”
Although the rules are not set by law for Spanish households, residents have been advised to follow them as general advice.
The government hopes the new rules will not only save energy, but also reduce household and business bills.
The rules will come into effect the week of August 7 and will last until November 2023.
