The decree was signed by President Vladimir Putin this week for the award given to a woman who “gives birth to and raises” 10 Russian citizens, the CNBC report says later. The title also carries a reward of 1 million Russian rubles (Rs 13.62 lakh).

The award requires children to receive “an appropriate level of care for health, education, physical, spiritual and moral development”, said CNBC. He added that qualified women will undergo an evaluation process, but no further details have been released.

It also requires all 10 children to be alive, but they will still be eligible if one of their children is lost during military, official or civic service, or a terrorist attack. According CNBC report, recipients will receive a five-pointed star medal.

Moscow time stated that the title “Mother Heroine” was first created by Joseph Stalin in 1944 due to massive population loss during World War II. The title was dropped after the collapse of the Soviet Union in 1991.

The title “Hero Mother” is on par with other high-ranking state orders like “Hero of Russia” and “Hero of Labour,” said Moscow time.

Mr Putin had first offered to reinstate the title during the Children’s Day holiday in Russia on June 1, the outlet added.

He said Russia’s population fell by 86,000 people a month from January to May this year, citing data released by the national statistics agency Rosstat. The previous record was a drop of 57,000 people per month in 2002.

Russia’s population decline rate has doubled since 2021 and almost tripled since 2020, the agency’s data further revealed.
